Question Response Comments/Notes
1. Should North Carolina parents who choose to educate their children in a non-public school be eligible to receive a state-funded scholarship grant to assist with the cost of tuition and fees? Y* As long as the state is funding education, funds should be available to all students, regardless of method. I would include home-schooling.
2. Should the N.C. General Assembly authorize non-tribal commercial gambling casinos in North Carolina? Y
3. Should abortion be prohibited in North Carolina once a fetal heartbeat is detected? Y
4. Should North Carolina voters be required to show a photo ID in order to vote in North Carolina? Y* It is critical that voters have confidence in the election process. Photo ID is an important element in assuring election integrity.
5. Should the N.C. General Assembly legalize the use of marijuana for medical purposes? Y
6. Should state nondiscrimination laws include "sexual orientation" and "gender identity" as protected classifications? N* NC non-discrimination law is focused on employment and I do not support further government interference in employer-employee relations. I have worked for multiple NC companies and performed contract work for dozens and have never seen this type of discrimination.
7. Should biological male students who identify as female be allowed to participate on female sports teams? N
8. Should organizations that provide abortions be allowed to receive state funds? N* I oppose organizations receiving state funds in general, but certainly in the case where a substantial number of citizens oppose the organization's purpose or activities.
9. Should North Carolina law allow a medical professional to assist another person in ending their life? N* The latest development with this issue is the as yet not passsed H410 in the current session. This directs study of legalization of Medical Assistance In Dying (MAID) in North Carolina. I am not opposed in principle to such a study, but it must include investigating requirements and procedures that prevent conflicts of interest and undue influence and assurance after the fact that the patient's wishes were the genesis of the act. The current bill does not include that in a substantial way and seems designed to produce a result recommending MAID similar to Oregon law. Therefore I oppose it. Die with dignity as currently practiced includes the right to kill without sufficient safeguards.
10. Should a health care practitioner, who is present at the time a child is born alive after a failed abortion attempt, be required by state law to exercise the same degree of skill, care, and diligence to preserve the life and health of that child as would be expected for any other child born alive at the same gestational age? Y
11. Should North Carolina public schools be required to allow students to voluntarily participate in “released time” religious instruction during school hours—provided that it takes place off-campus, with parental consent, and at no cost to the public school unit? U* Release time for employment, religious instruction, and other options is a good idea and should be permitted. I would need further information to decide if it should be mandatory for all public schools across the state. We need to be cautios about putting too many mandates on local schools.
12. Should N.C. law (G.S. §90-21.5) continue to allow minors to consent to the treatment of venereal disease or other reportable communicable diseases, pregnancy (not including abortion), abuse of controlled substances or alcohol, and emotional disturbance, without parental consent? N* Parents and legal guardians are responsible for their minor children. It may be sound public health policy to allow minors to consent to these procedures, but parental notification must be included at a minimum for it to continue.
13. Should churches and other qualified religious organizations continue to receive tax-exempt status? Y
14. Should a person’s religious beliefs influence the decisions they make while serving in public office? Y* Representatives should vote for the interests of their constituents and keep promises made, but it is inevitable that their own religious and philosophical beliefs will influence their decisions on legislative issues.
15. Should the number of terms a state legislator may serve in the North Carolina General Assembly be limited? Y
